Weight Penalty

Is it normal that weight Penalty Leve 1 (after inventory weight exceeding 50.00%) to reduce overall HP/MP regen by 90% at the same time not effect your speed or progression at all? Should thus much reduction be met at Penalty Level 2 instead?
